Irnham Parish Council Meeting

Held in the Wedding Venue, Irnham Hall, on Wednesday 28 November 2018 at 7pm

Present:- Cllrs Amanda Ayre, Jon Crook, Jenny Crow, Lynda Hall, Trevor Vanson.

1. Apologies for absence

a. None

 

The Chairman welcomed 9 members of the public to the meeting.  The Chairman explained that two items on the Agenda would be moved forward to allow for open discussion with the members of the public; Security in the Parish and the Temporary Closure of the Griffin Inn.  Members of the public were invited to comment on any other Agenda items.  No issues were raised.

 

2. Members declaration of interest or request for dispensation

a. None declared

 

3. Minutes of meeting 12/09/18

a. Read and accepted as correct record and signed.

 

4. Matters arising 

a. Clerk had received confirmation from LALC that the Data protection Fee of £40 is not due from Irnham PC.

 

5. Security in the parish

The Chairman invited a resident to open the discussion and share his research into crime statistics in Lincolnshire.  A comparison for the last three years for the period June to September indicates an increase in crime in the county of around 10% with burglaries down but vehicle crime up.  Our region has seen an increase in criminal activity and the Parish Council is keen that all residents are vigilant and report anything suspicious to the Police using 101or in an emergency dial 999.  A good discussion followed where residents considered possible security measures which could be taken and information will be sent to all residents via the December Update.  The Parish Council agreed to buy some warning stickers which residents will be encouraged to use.

 

6. Temporary closure of the griffin inn

The Chairman thanked Jamie Benton Jones for allowing the PC to meet in the Wedding Venue due to the temporary closure of the Griffin Inn.  Councillors were keen to know how soon the Griffin would open again.  Jamie explained that following the retirement of Chris and Liz Overend there is some refurbishment to be done before opening again early in the new year.  Staff are currently being interviewed.  Residents would like to see a wider use of the Griffin and were supportive of extending the facility as this is important to the local community.

 

The Chairman invited members of the public to leave at this point or stay for the remainder of the meeting.

 

7. Accounts

a. Transactions since the last meeting are: Interest of £0.48 on Defibrillator Account and receipt of £203.58 Community Cleaner payment from SKDC.  The balances in the accounts are now: Parish Council Account £2069.28, Transparency Code £600.00, Defibrillator Account £5842.49.

b. Bank reconciliation for 30th September 2018 agreed.

c. Transparency Code:  Clerk has researched a suitable lap top computer system.  Agreed the following should be purchased:

i. Lap Top Computer £379

ii. 1 user Office 365 including McAfee anti virus £59 

iii. Case £20

iv. Printer £50, Inks

v. Backup portable drive £50

d. Cllrs discussed the precept required for 2019/20 and agreed it should remain the same at £1500.

 

8. County council /district council matters

a. Elections for Parish and Town Councillors will be held on 2nd May 2019.

b. Invitation to enter into a Parish Agreement for Highway Verge Cutting for Bulby 2019/20 received from LCC.  Clerk awaiting details for Irnham and Hawthorpe.

c. Invitation to participate in a Winter Self-help Scheme received from LCC.  Cllrs agreed this was not appropriate for the parish.

 

9. Planning applications

a. Jill Armstrong attended the meeting and requested the opportunity to explain her plans for Shuttlecock Lodge before Cllrs receive the official Planning Application.  Cllrs found this useful and look forward to receiving the detailed plans from SKDC and making a site visit.

b. Planning Application S18/1158 for demolition of existing dwelling and erection of replacement dwelling at Westwood farm Bungalow, Bulby supported by Irnham PC and approved by SKDC.

c. Planning Application S18/1250 crown lift lower branches of copper beech and small leaf lime trees at St Andrews’s Church supported by Irnham PC and approved by SKDC

d. Planning Application S18/1431for work at the Lodge, Irnham supported by Irnham PC and now approved by SKDC.

e. Planning Application S18/1663 to remove three cherry trees at Chalfield House, Irnham supported by Irnham PC and approved by SKDC.

f. Planning Application S18/1820 to remove two oak trees at Chalfield House, Irnham and replant with other trees supported by Irnham PC and approved by SKDC.

g. Clerk followed up tree issues raised with SKDC Ref ENF17/0231.

 

10. Updates:  

a. Faster broadband for the parish. Clerk has not received any further  updates despite several requests for information.

 

11. Update on highways issues within the parish

a. Cllr Ayre pleased to report that finally all potholes reported have been repaired.

b. Cllr Ayre reported that damage to the bridge over the ford in Bulby has been assessed.  There is no concern but the bridge will be monitored.

c. Cllr Ayre has been informed that if it is felt that weight restrictions on local roads are being ignored this is a matter for the police.

d. Cllr Ayre reported the grit bin in Bulby had been demolished by the grass cutting machines during the latest cut.  This has now been replaced.

e. Cllr Vanson contacted Irnham Hall re additional grass mowing.  Clerk to write to Jamie Benton Jones offering a contribution to mowing work in Irnham.  

f. The Big Clean is set to return to Irnham on 30th November at 9.30am.  Cllr Crook has sprayed weeds in Irnham and Cllr Vanson has done work in Hawthorpe.  

 

12.   Bulby: 

a. TELEPHONE KIOSK Cllr Ayre reported that the new glass will be installed shortly and then information can be displayed.

 

13.   Correspondence

a. None received.

 

14.   Irnham parochial church council matters for the parish

a. Cllr Ayre reported that the lead taken from the Church roof can be replaced with an alternative material.

b. Cllr Ayre reported that quotations from suitable builders for the new toilet block are still being received.

 

15.   Christmas event

a. The Sing Along on Friday 21st December will be moved to the Wedding Venue, Irnham Hall.  Martin Fuggle and Stephen Buckman will accompany the singing.  

b. Cllrs agreed a contribution of £60 for the use of the Wedding Venue.

c. Cllrs will organise the food.

d. Clerk to contact Kimberley Benton Jones re opening the bar.

e. Cllrs will meet at 3pm on 21st December to set up the tables etc.

f. Cllrs agreed Clerk should purchase three bottles of wine as Christmas presents.

 

16.   Any other business

a. Clerk has prepared the Update which will be delivered to all households in the Parish early in December.
