Minutes of the 

Irnham Parish Council Meeting

Held in the Griffin Inn, Irnham on Wednesday 27 June  2018 at 7pm

Present:- Cllrs Amanda Ayre, Jenny Crow, Lynda Hall, Trevor Vanson.

1. Apologies for absence

a. None

 

No members of the public were present.

 

2. Members declaration of interest or request for dispensation

a. None declared

 

3. Parish councillor vacancy

a. Cllr Ayre proposed Jon Crook, of Irnham, should be co-opted to the Parish Council.  The nomination was seconded by Cllr Hall.  The Chairman welcomed Jon Crook to the meeting and thanked him for joining us.

 

4. Minutes of last meeting

a. Minutes of meeting 11 April 2018 accepted as a correct record and signed.

b. Minutes of AGM Meeting and Annual Parish Meeting, held on 16 May 2018, accepted as a correct record and signed.

 

5. Matters arising 

a. Clerk has been notified by LALC that it now looks unlikely Parish Councils will have to appoint a Data Protection Officer.  They will still have to comply with the new regulations regarding holding personal data.

 

6. Accounts

a. Transactions since the last meeting are: Interest of £0.24 on Defibrillator Account and the VAT reclaim of £185.50 has been paid.  The balances in the accounts are now: Parish Council Account £2558.50, Transparency Code £600.00, Defibrillator Account £5841.03

b. Clerk is continuing to obtain best prices for a computer system.

c. Cllrs agreed a contribution of £500 towards the upkeep of the Churchyard.

 

7. County council /district council matters

 

a. Support from Cllr Martin Hill regarding Highways issues has been much appreciated.

b. SKDC Parish Update.  Clerk noted:

i. the revised Local Plan includes a ‘policy relaxation on new homes in small villages – two or three homes may be allowed on either infill or brownfield sites or as an extension to the village so long as there is community support.’

ii. All villages in SKDC have been entered into a District Best Kept Village Competition following the Big Clean.  The Clerk is seeking more details. 

iii. Small grants are available from District Councillors for Parish initiatives.

c. Call Connect Visit.  The Call Connect service will be making a Community Tour during week 2nd – 8th July, visiting Irnham and Bulby during the afternoon of 2nd July.  Cllr Hall thoroughly recommends the service.

 

8. Planning applications

a. Response sent re Planning Application S18/0682 for crown thinning lime tree at St Andrew’s Church.  Work has been allowed.

b. Response sent re Planning Application S18/0982 for felling tree at St Andrew’s Church. 

c. Planning Application S18/1158 for demolition of existing dwelling and erection of replacement dwelling at Westwood farm Bungalow, Bulby discussed.  Cllrs were unanimous in supporting the application.

d. Clerk was asked to follow up tree issues raised with SKDC last August.

 

9. Updates:  

a. Faster broadband for the parish.  Clerk has not received any updates.

 

10. Update on highways issues within the parish

a. Cllrs Ayre and Crow met with Cllr Hill and Rowan Smith from Highways in Irnham for a tour of the roads in the Parish.  Mr Smith confirmed the Parish Council had reported all the potholes and they would be dealt with in the next month.

b. Cllr Ayre received an email confirming temporary repairs had been carried out to potholes on Swinstead Road, Irnham.  Cllr Ayre to follow up work in the Parish with LCC Highways.

c. Clerk has emailed Cllr Hill to say there are still potholes unfilled in Hawthorpe and on Bulby Road.

d. Cllr Ayre to contact SKDC re overhanging trees in Bulby.

e. Cllr Vanson to contact Irnham Hall re additional grass mowing.

 

11.   Bulby: 

a. Seat for bulby. The ground has been cleared by John Slater and Andrew & Jenny Crow.   Cllrs agreed to meet in Bulby at 10am, Saturday 7th July to continue the work.

b. Telephone kiosk. Cllr Ayre reported that work is ongoing.

 

12.   Correspondence

a. Clerk received and distributed email correspondence regarding contribution to Churchyard mowing.  See item 6.

 

13.   Irnham parochial church council matters for the parish

a. Cllr Ayre reported that Ptolemy Dean is drawing up final plans to enable quotations to be sought from suitable builders for the new toilet block.

 

14.   Any other business

a. Help for the Clerk was discussed and Cllrs offered to support where possible.

 

15.   Meeting dates

a. Next Parish Council Meeting Wednesday, 12th September, 7pm, Griffin Inn.  

 

Meeting ended at 8.50pm.
