Irnham Parish Council Meeting

Held in the Griffin Inn, Irnham on Wednesday 12 September  2018 at 7pm

Present:- Cllrs Amanda Ayre, Jon Crook, Jenny Crow, Lynda Hall, Trevor Vanson.

1. Apologies for absence

a. None

 

The Chairman welcomed PCSO Stuart Bowden and Neighbourhood Watch Coordinator for Irnham, Rose Broom, to the meeting.  PCSO Bowden explained there had been a slight increase in theft in the wider area as well as in the Parish.  His advice was to report anything unusual using the 101 number.  Try to make a note of registration numbers and if possible just say ‘Good Morning/Afternoon’ etc. so that anyone passing through the area realises residents watch out for who is about.  Another good tip was to leave things as normal as possible when away from the house for any length of time.  Don’t tidy up.  Thieves know people don’t live in a show home!  Regarding outside lighting, PCSO Bowden recommended low level ambient lighting at the front of a property with lights that can be switched on, when needed, at the rear of a property.  

 

Rose Broom asked about the Lincs Alert emails for Neighbourhood Watch Coordinators and PCSO Bowden explained this was not as efficient as it should be and said this was a common issue being raised at present and would take it back to the necessary people.

The Chairman thanked PCSO Bowden for his advice.

 

Cllrs and Rose Broom discussed the ideas and Rose offered to add more residents’ details to her distribution list.  Anyone interested in receiving Neighbourhood Watch information should contact their Parish Councillor who will give you the email address for Rose.  Rose also suggested the Parish Council could perhaps offer a presentation on security to the Parish.  The Chairman thanked Rose for joining the meeting.

 

2. Members declaration of interest or request for dispensation

3. Minutes of meeting 27/06/18

a. Read and accepted as correct record and signed.

 

4. Matters arising 

a. None

 

5. Accounts

a. Transactions since the last meeting are: Interest of £0.98 on Defibrillator Account, LALC Magazine subscription £5, Notice Board for Bulby ‘phone Box £106.80 and donation for concrete materials of £81.00.  Cllrs approved the payments.  The balances in the accounts are now: Parish Council Account £1865.70, Transparency Code £600.00, Defibrillator Account £5842.01

b. Bank reconciliation for 30th June 2018 agreed.

 

6. County council /district council matters

 

a. None reported

 

7. Planning applications

a. Planning Application S18/1158 for demolition of existing dwelling and erection of replacement dwelling at Westwood farm Bungalow, Bulby supported by Irnham PC but not yet determined.

b. Planning Application S18/1250 crown lift lower branches of copper beech and small leaf lime trees at St Andrews’s Church supported by Irnham PC but not yet determined.

c. Planning Application S18/1431for work at the Lodge, Irnham supported by Irnham PC but now pending consideration.

d. Clerk followed up tree issues raised with SKDC in August 2017 by ‘phone and email on 03/07/18.  No response was received and a further ‘phone call made on 11/09/18 received the response that the officer was writing reports and would call back when able to do so.  Clerk asked to contact Mr Wright again to try to progress this matter.  Road traffic noise has increased for neighbouring properties since the removal of the trees.  Cllrs noted work is being carried out on properties where the trees have been removed.

 

8. Updates:  

a. Faster broadband for the parish.  Clerk has not received any updates.

 

9. Update on highways issues within the parish

a. Cllr Ayre reported that the sunken part of the road on the approach to Elsthorpe has been patched.

b. Cllr Ayre has made further reports regarding potholes near Cornbecks Farm and those not completed in Hawthorpe and on the road to Keisby.  Cllrs discussed the sporadic nature of the pothole work which does appear to be very inefficient.  Cllrs will also explore self-help schemes which they understand are being proposed.

c. Cllr Ayre has reported damage to the bridge over the ford in Bulby.

d. Cllr Ayre discussed the process of obtaining weight limit restrictions on the two bridges in the Parish with LCC Highways but was told no staff were available to work on this.  There appears to be an increase in heavy lorries going through Hawthorpe to Keisby in connection with the piggery.  Cllr Ayre was asked to try to pursue this aspect again.

e. Cllr Vanson contacted Irnham Hall re additional grass mowing but has received no response to date.

f. The Big Clean is set to return to Irnham on 30th November at 9.30am.  Cllr Crook offered to spray weeds in Irnham and Cllr Vanson does work in Hawthorpe.  Cllr Hall has renewed the plants around the water pump. 

 

10.   Bulby: 

a. SEAT FOR BULBY Cllrs are very pleased to report the project has been completed.  Cllrs were supported by residents of the Parish and thanks expressed to Andrew and Emma Swain of Hawthorpe for their work in completing the concrete base and to Andrew Crow for helping secure the seat in place and strimming adjacent land.  Cllr Ayre has purchased some bulbs ready for planting when the ground is ready.

b. TELEPHONE KIOSK Cllr Ayre reported that the notice board has been installed.  Information is being prepared for display.

 

11.   Correspondence

a. Thanks noted from St Andrew’s Church for the donation towards Church Yard mowing.

 

12.   Irnham parochial church council matters for the parish

a. Cllr Ayre reported that sadly lead has been stolen from the north side of the Church roof.  This became evident in the recent heavy rain.

b. Cllr Ayre reported that Ptolemy Dean has drawn up final plans to enable quotations to be sought from suitable builders for the new toilet block.

 

13.   Christmas event

a. Chris Overend is happy to host our annual singalong at the Griffin Inn and the date proposed is Friday 21st December.  Cllrs agreed to provide raffle prizes to help cover costs.  Cllr Crook to ask Martin Fuggle if he could accompany the singing.  It is hoped to encourage other musicians to join in as well.

 

14.   Any other business

a. Clerk to check that the Parish is exempt from the Data Protection Fee.
