DRAFT Minutes of the
Irnham Parish Council Meeting
Held in the Griffin Inn, Irnham on Wednesday 03 November 2021 at 7pm.
Present: Cllrs Amanda Ayre, Jon Crook, Jenny Crow, Lynda Hall, Trevor Vanson.

1. Apologies for absence
a. None
2. Members declaration of interest or request for dispensation
a. None
3. Minutes of meeting 04/08/21
a. Read and accepted as correct record.
4. Matters arising
a. Local landowners were contacted about the tree planting schemes. No requests were made through the Parish Council although it is understood some farmers put in requests directly. Further schemes may be available in the future.
5. Accounts
a. Income into the 2021/22 accounts since the last meeting has been interest on the Defibrillator Account of £0.13. Councillors approved the following payments: J Crow refund of £36.00 for large poppies and £24.58 for cardboard soldier silhouette, Jewsons £124.34 for marine plywood to make the soldier silhouettes, J Crook refund of £97.66 for bulbs. The balance in the current account will then be £2664.10, the balance in the Defibrillator account is £5250.49.
b. VAT claim currently £102.31
c. Cllrs agreed the bank reconciliation for 30/09/21.
d. Cllrs reviewed the budget for the year to date and agreed to cost the following projects:
1. the purchase of a flag pole and flags for Irnham
2. surface drainage work under the footbridge at Bulby
3. wild flower projects in Irnham, Bulby and Hawthorpe.
e. Cllrs discussed the Precept for 2022/23 and agreed to leave it unchanged at £1600 pending receipt of the Community Cleaner Grant.
6. County council/district council matters
a. SKDC Village Services and Facilities Survey 2021 returned.
b. Big Clean day scheduled for 10 December.
7. Planning applications
a. Planning Application S21/2061 has been submitted by LCC Highways for renewal of the culvert near Watergate House. Cllrs agreed the plans are as discussed.
8. Update on highways issues within the parish
a. Cllr Hill has been informed that the Clerk has still not received any update on reinstatement of the Bulby sign post near the pumping station.
b. The Clerk has also asked for an update from Cllr Hill on the request to Highways regarding digging/cleaning out under the footbridge near the ford in Bulby.
c. Clerk has received notification of road closures on Swinstead Road Irnham during period of 1/12/21 – 14/12/21 for patching works.
d. It has been noted that yellow marks have been placed on the road through Irnham indicating work to be completed 21/22 and 22/23.
9. Update on parish council plans for 2021/22
a. Cllrs Vanson has made and erected four Remembrance Soldier Silhouettes. Thanks given to Cllr Vanson for the hard work undertaken. Thanks also go to Cllr Crook and Mrs Crook for adding names to the large poppies on display throughout the parish of those, mentioned on the war memorial, who lost their lives. Several residents have thanked the Parish Council for undertaking this project, a fitting tribute to all the fallen.
b. Cllrs have been considering a Christmas Event this year for Friday 17th December. With the rising Covid cases in the District there is a general reluctance among the residents to have an event in an indoor setting. Jamie Benton Jones has suggested an outside event around a bonfire. Cllrs reluctantly agreed not to continue with an event on 17th December.
c. Parish Events: Cllrs agreed they would like to support a local event in 2022 to celebrate Her Majesty The Queen’s Platinum Jubilee. Ideas to be explored with residents.
d. Cllrs were also reminded that the next Live & Local event organised by Irnham Community Entertainments is The Churchfitters in Concert on Sunday 16th January 2022.
e. Clerk has requested feedback on the Best Kept Village Competition and is awaiting a response to help plan work for next year.
10. Correspondence
a. None not already circulated.
11. Irnham parochial church council matters for the parish
a. Cllr Ayre had attended a meeting of the PCC immediately prior to the PC meeting and confirmed that there is ongoing discussion about the reorganisation of parishes.
b. Cllr Ayre confirmed there will be a Carol Service at St Andrew’s Church on Sunday 12th December. There will not be a midnight service on Christmas Eve in Irnham this year.
12. Any other business
a. Cllrs were made aware that SKDC are investigating a noise nuisance issue in Bulby.
b. Cllr Crook’s offer to compile a database of parishioners’ email addresses to enable circulation of Parish Council Information was gratefully accepted.
