Minutes of the
Irnham Parish Council Meeting
Held in the Wedding Venue, Irnham Hall, on Wednesday 31 July 2019 at 7pm
Present:- Cllrs Amanda Ayre, Jon Crook, Jenny Crow, Lynda Hall, Trevor Vanson.

1. Apologies for absence
a. Cllr Nick Robins, Cllr Martin Hill.
The Chairman welcomed Lee Bruhn, new manager at the Griffin Inn to the meeting. Cllrs agreed to move item 10 to the beginning of the meeting.
2. Members declaration of interest or request for dispensation
a. None declared.
10. Events (taken out of order, see above)
a. Bourne CiCLE Event
Cllrs agreed, with Lee Bruhn, to hold a tea/coffee and cake stall on the lawn at the front of the Griffin on both afternoons of the event. BBQ food will also be available from the kitchen. The Event to be advertised on the Griffin website, Notice Boards and on the CiCLE website. Cllrs agreed to ask for donations for the Lincs and Notts Air Ambulance rather than charge for the cakes.
It was noted that the yellow bikes are in place in Hawthorpe and Irnham. Cllr Ayre will contact LCC again regarding pot holes along the route.
b. Christmas Event
Cllrs agreed, with Lee Bruhn, to hold the annual sing along in the Griffin again this year. The date agreed is Friday 20 December. Format to be the same as in previous years and the Griffin will supply some light refreshments.
3. Minutes of meeting 17/04/19, annual meeting 15/05/19 and annual parish meeting 15/05/19
a. Read and accepted as correct record and signed.
4. Matters arising
a. Item 7.g Cllrs wish to thank Jamie & Leila Benton Jones for inviting local residents to the ‘Soft’ Opening of the Griffin Inn. It was a great success and Friday nights have been much appreciated. Cllrs look forward to hearing more about future plans for the Griffin.
5. Accounts
a. Changes in the accounts, since the previous meeting, have been notification of three amounts of interest on the Defibrillator Account, £0.24 for May, £0.26 for June and £0.23 for July. The half year Community Cleaner Grant of £213.46 has been received. At the Annual Parish Meeting Cllrs approved the Insurance Premium of £251.20 for payment The balance of the Current Account is £3430.60, Defibrillator Account £5844.19
b. Councillors agreed the bank reconciliation for 30/06/19. There were no unpresented cheques.
c. Councillors agreed the refund to the Clerk of £71.29 for the purchase of a replacement key pad for the Defibrillator in Hawthorpe. Cllrs also agreed to transfer this amount from the Defibrillator Account to the Current Account.
d. Draft budget for 2019/20 amended to include £200 for additional mowing by Irnham estate.
e. Clerk confirmed that the Asset Guidance for Smaller Local Authorities does not require depreciation to be calculated.
f. Cllrs agreed the Clerk should order 5 sets of the longer litter pickers and hoops.
g. Cllrs agreed to a donation of £300 towards the upkeep of the Churchyard.
h. Clerk has written to Lloyds Bank to confirm we are a Smaller Local Authority and should therefore be covered by fscs. No response to date.
i. Exemption Certificate sent to Auditors on 10th May and receipt confirmed.
6. County council /district council matters
a. Cllrs wished to thank the Big Clean for recent work in Irnham and Bulby. Cllrs noted that there is provision on SKDC website for reporting ‘grot spots’. The Big Clean intend to visit every 6 months.
7. Planning applications
a. Clerk has received a notice to say that conditions 3,4 & 5 of the Planning Approval for The Lodge have been satisfactorily discharged
8. Update on highways issues within the parish
a. Cllr Ayre will follow up again pot holes on Corby Road, outside The Lodge and on the Swinstead Road, particularly the junction with the A151.
b. Cllrs have received further communication from residents in Irnham regarding speeding Quarry Lorries through Irnham. Cllrs agreed the next step they can take is to install an interactive Speed Watch sign at a cost of approximately £2100. Funds to be investigated and agreed.
c. Costs for Gate Panels at the entrances to Irnham were discussed and the Clerk has the necessary paperwork to apply to erect a structure on the verge. These structures will probably need budgeting for in 2020/21.
d. Cllr Crow is pleased to report that the broken stile and bridge on the footpath between Bulby and Callan’s Lane Wood has been replaced with a new bridge and gate.
e. Communication received from a resident of Kirkby Underwood regarding access to a bridleway of the Hawthorpe to Keisby Road. Cllrs have no information regarding this access.
9. Update:
a. Faster broadband for the parish
Cllr Crow was pleased to report that the new cabinet in Bulby has been completed and residents should now contact providers if they wish to have their broadband upgraded. Cllr Crow is seeking an update from the Onlincolnshire team regarding Hawthorpe.
11. Correspondence
a. Already discussed above.
12. Irnham parochial church council matters for the parish
a. Cllr Ayre reported that no builders have yet been appointed for the work on the new toilet block.
b. A new curate, Aron Donaldson, has joined the Benefice.
13. Any other business
a. Cllr Crow has donated some hanging baskets on behalf of the PC to the Griffin Inn.
b. Election Expense Forms were received by SKDC on 17th May well before 30th May deadline. Apologies received from SKDC for their error.
c. SKDC have provided some leaflets for the ‘phone box in Bulby.
d. Cllr Crook is working on restoring the water pumps in the Churchyard and at the cross roads.
14. Dates of next meeting
a. Next Parish Council Meeting, Wednesday 20th November, 7pm, The Griffin Inn.
b. Meeting pattern is likely to be February, April(Accounts), May(Annual meetings), August and November.
