Minutes of the Irnham Parish Council Meeting
Held in The Griffin Inn, Irnham on Wednesday 29 November 2023 at 7pm.
Present: Cllrs Amanda Ayre, Jon Crook, Lynda Hall, Trevor Vanson.
Also in attendance: Cllr Martin Hill

1) Apologies for absence

2) Members declaration of interest or request for dispensation
2/1 None declared.
 
3) Minutes of meetings 
3/1Minutes of PC meeting 23/08/23 approved as a correct record and signed.
 
4) Matters arising 
4/1 Advice was sought from both the Police and SKDC Dog Warden regarding dogs out of control.
4/2 Councillors agreed to each adopting a specific parish council email address.
 
5) County Council/District Council matters
5/1 Cllrs have updated maps showing locations of drains in the parish as requested.
5/2 Cllr Martin Hill advised the PC regarding the Proposed Mayor for Lincolnshire, which would result in more funding from central government for the county.
5/3 The chairman asked about the proposed Centre Port scheme for the Wash which Cllr Hill dismissed as unrealistic.
5/4 Cllr Ayre mentioned flooding in Bulby due to heavy rain running out of the field above Hall Farm House onto the road and then running through the village. She had phoned earlier in the week to ask LCC to visit and inspect ref:4188445. A visit had been made and LCC reported that it was more complicated than envisaged and they are investigating a solution.
 
6) Accounts
6/1 Income into the 2023/24 accounts since the last meeting has been interest on the Defibrillator Account of £13.50.  
6/2 Councillors approved the refund to Cllr Crow of £50.26 for Strato invoice for Irnham.org. 
6/3 The balance in the current account as at 29/11/23 is £3644.37,  the balance in the Defibrillator account is £4569.23.  Cllrs agreed all figures for the PC and Defibrillator a/c’s.
6/4 Cllrs agreed the bank reconciliation for 30/09/23.
     6/5 Cllrs discussed the Precept for 2024/2025.  It was agreed to ask for £2,000. This by no means
     covers the cost of a future clerk but is towards these costs.  This would show as a 5.9% increase on
     the 2023/24 Precept.
 
7) Planning applications
7/1 Planning Application S23/0980 for permanent siting of temporary buildings at Bulby Equestrian centre approved by SKDC with conditions.
7/2 Planning Application S23/1417 for conversion of existing outbuildings to create a detached residential annexe at Old School House, Irnham.  Considered by Councillors and agreed in principle with some clarifications noted.  Not yet determined by SKDC.
7/3 Planning Application S23/1404 for change of use from part of paddock to garden and extension to the garage at The Old Cottage Hawthorpe. Considered by Councillors and no objections raised. Approved by SKDC.
7/4 Planning Application S23/1486. Section 211 notice to remove plum tree at Arbury House, Irnham allowed by SKDC.
7/5 Planning Application S23/1859. Section 211 notice to pollard 3 x Ash trees to the lowest point on the trunk where the branches start to branch out opposite Blacksmiths Cottage, Irnham, supported by the PC and awaiting decision from SKDC.
7/6 Planning Application S23/2076. Section 211 notice in relation to Maple overhanging Barsham House, Irnham.  Crown reduction by about 30% is being applied for to check growth and remove overhang supported by the PC and awaiting decision from SKDC.
7/7 Planning Application S23/2087 for double garage, single storey extension to side and rear with new access at Lancer, Hawthorpe.  Cllrs considered the plans and wanted more time to consider the application due to the garage being in the front of the ‘building line’.
 
8) Update on highways issues within the parish
8/1 Various potholes in the parish have been reported to LCC. Cllr Ayre requested that Rowan Smith of the LCC Highways attend the parish for an inspection of our roads.
8/2 Concern was raised about water flowing down the road from the Marwoood Farm direction to the ford in Bulby, leading to ice forming as the water flow is worse than previously due to the Anglian Water pipeline. 
8/3 Cllrs were pleased to note that the water flowing down the road from Bulby Hall Farm entrance has improved considerably and has not been a concern during recent heavy rainfall.
 
9) Update on parish projects 2023/24
9/1 Irnham village sign – Cllr Crow completed the final report for the SK grant.  This has been
acknowledged.
9/2 A requirement for a church toilet was discussed.
9/3 Other projects on hold while the search for a PC clerk is undertaken.
 
10) Update on parish events
10/1The PC Christmas Event will be held at the Griffin Inn on Wednesday 20 December. The PC will provide mince pies and a raffle will be held in aid of the Lincolnshire Air Ambulance. The Griffin menu will be available.
 
11) Correspondence
11/1 PC have been contacted regarding the new SKDC cycle event, Bourne Festival of Wheels, which
will take place on Sunday 14th July and pass through the Parish twice.  Discussion about a possible event in Irnham was postponed to our next meeting so that ideas may be developed.
11/2 Clerk has been invited to an online Parish Council Engagement session with the Police and
Police and Crime Commissioner on 7th December.  Clerk has accepted the invitation. 
 
12)   Irnham Parochial Church Council matters for the Parish
12/1 A memorial plaque is to be fixed in the Church porch to commemorate the late Sir Simon Benton
Jones Bt, and his sister Lady McAlpine – née Jill Benton Jones whose families made the major
contribution to the provision of the new footpath at Irnham Church.
 
13)  Any other business
13/1 No other business raised.
