Minutes of Annual meeting of the Irnham Parish Council
 
Held in St Andrew’s Church, Irnham, on Wednesday 10th May 2023 at 7pm
 
Present:- Cllrs Amanda Ayre, Jon Crook, Jenny Crow, Lynda Hall, Trevor Vanson.
Also in attendance: Cllr Martin Hill and 1 member of the public

1. Apologies for absence
a. None    
  
2. Acceptance of office by councillors following uncontested election
a. Cllrs signed the acceptance forms and handed in pecuniary interest forms and election expenses returns.
 
3. Election of chairman
a. Cllr Ayre proposed Cllr Vanson, seconded by Cllr Crook.  Cllr Vanson accepted position as Chairman.
 
4. Election of vice chairman
a. Cllr Vanson proposed Cllr Ayre, seconded by Cllr Hall.  Cllr Ayre accepted position as Vice Chairman.
 
5. Appointment of responsible finance officer and internal auditor
a. Cllr Vanson proposed Cllr Crow as Responsible Finance officer, seconded by Cllr Ayre.  Cllr Crow accepted position as Responsible Finance Officer.
b. Martin Fuggle agreed to continue as the Internal Auditor.  He was thanked for his work in 2022/23.

6.  Appointment of representative on parochial church council
a. Cllr Ayre agreed to continue as Representative on Parochial Church Council.
 
7.  Members declaration of interest or request for dispensation
a. None
 
8. Minutes of last meeting
a. Minutes of PC meeting 01/02/23 read and accepted as correct record.
b. Minutes of APM meeting 19/04/23 read and accepted as correct record.
 
9. Matters arising
a. None
10. County Council/District Council matters
 a.  Cllr Hill reported that grips had been dug in the verge on Elsthorpe Road, Bulby to try to prevent the large amounts of water flowing down the road.
 b.  Some work has been done on the Keisby Road but more to do.
 c.  Cllr Hill reported that a public meeting had been held to raise issues with Anglian Water about unsatisfactory road closures, damage to verges etc  Hopefully things will improve.
 d.  The suggestion about keeping one of the pull in areas, created by Anglian Water on the Bulby Road towards Marwood Farm, as a passing place was thought to be a good idea.  Cllr Hill agreed the Clerk should write to Rowan Smith at LCC  Highways.
 e.  Cllr Vanson made Cllr Hill aware of work carried out by National Grid in Hawthorpe.  The street lamp has still to be reinstated.
 
11. Accounts
a. Income into the 2022/23 accounts since the last meeting has been interest on the Defibrillator Account of £4.38, Coronation party £310.00 and donations for the sign of £346.  Councillors approved the following payments: Coronation Mugs £295.20, Black Forge 25% Interim payment £1313.50, Advertising Permission for the village sign £231.00. The balance in the current account as at 31/03/23 is £534.34,  the balance in the Defibrillator account is £4445.16.
b. Cllrs agreed the bank reconciliation for 31/03/23.
c. The accounts for 2022/23 have been checked by the internal auditor.  Papers had been circulated to Councillors prior to the meeting.
d. Councillors approved the Certificate of Exemption, proposed by Cllr Vanson, seconded by Cllr Ayre and carried unanimously.
e. Councillors approved the Annual Governance Statement 2022/23.  Proposed by Cllr Crook, seconded by Cllr Hall and carried unanimously.
f. Councillors approved the Annual Accounting Statement 2022/23.  Proposed by Cllr Hall, seconded by Cllr Ayre and carried unanimously.
g. Councillors agreed the period for the exercise of Public Rights to view the accounts should be during the period Monday 4th June to Friday 14th  July.
h. Clerk confirmed the Precept for 2023/24 had now been received.  
i. Income into the 2023/24 accounts has been the precept of £1900, Coronation Party £929, donations for the sign of £150, SK Grant £1145.20 and interest on the Defibrillator Account of £2.81.  Councillors approved the LALC Subscription payment of £72.96, LALC web support £60, LALC 1-1 web support £43.20, Black Forge £3940.50, The Roasting Pig £750, Stamford Stompers £400, Insurance Premium of £313.83 and a refund to J Crow of £24.71 for scale map for advertising consent. The balance of the Current Account is £209.34.  Cllrs have been notified that an award of £3000.00 from the SK prosperity Fund has been made towards the cost of the village sign.  Funds are due to be received shortly.  Defibrillator Account £4450.19.
j. VAT claim currently £1148.03 to be claimed after payment for village sign post and party expenses.                  
k. Cllrs approved the draft budget.
l. Cllrs approved the Asset Register.
m. Cllrs noted Project Completion documentation to be returned to SKDC. 
n. Clerk requested any outstanding claims for party expenses.
12.  Planning Applications
 a.  Planning application S22/0415 for conversion and change of use of listed barns to a single residential dwelling in Bulby approved by SKDC.
 b.  Planning application S22/2375 for erection of an annex at Linden House, Bulby still pending decision following Planning Committee meeting 27/04/23 which the PC attended.
 c.  Planning application S23/0254 for rebuilding work at Blacksmiths Cottage following problems found during renovation work approved by SKDC.
 d.  Planning application S23/0338 for erection of timber close boarded fence at Newton House approved by SKDC.
 e.  Planning application S23/0436 for a new village sign for Irnham approved by  SKDC.
 
13.  Update on highways issues within the parish
a.  Quite a lot of potholes have been reported and filled.
 
14.  Update on parish projects/events 2023/24
 a.  The new sign in Irnham will be unveiled at 6pm on Friday 12th May by Lady Leila Benton Jones.  Further recognition to SK prosperity Grant will follow.
 b.  Cllrs will consider possible alternatives for a Christmas Event.  Last year the singing was competing with the normal pub chatter.
 c.  Cllr Vanson reminded Cllrs that the signage at the Bulby Ford still needs resolving.
 
15. Correspondence
 a.  Ridge Clean Energy public consultation delayed.
 
16.  Irnham Parochial Church Council matters for the parish
 a.  Cllrs agreed the path looks very nice. 
 b.  Cllrs asked Cllr Ayre to raise the issue of the provision of a toilet again to enable events to be held in the Church.
 
17.  Any other business
a.  Cllrs were asked to look out for any further possible grant applications.
