Minutes of Irnham Annual Parish Meeting
Held in St Andrew’s Church, Irnham, on Wednesday 19th April 2023 at 7pm
Present:- Cllrs Amanda Ayre, Jon Crook, Jenny Crow, Lynda Hall, Trevor Vanson.
Also in attendance: 7 members of the public

1. Apologies for absence

2. Approval of minutes for annual parish meeting 11 may 2022
a. In previous years the Minutes of the APM had been approved at the next PC Meeting. The Minutes were agreed on 03 August 2022. The Minutes were accepted as a correct record.
3. Matters arrising
a. None
4. Chairman’s report on the work of the parish council during the last year
The Chairman thanked all the numerous people who help with tasks in the parish. Thanks were also given to our District Councillor, Cllr Nick Robins and our County Councillor, Cllr Martin Hill. The Chairman highlighted work done in the parish including the SKDC Big Clean in Irnham, resurfacing work through Irnham, pothole repairs and the repainting of the old telephone boxes. The very successful Jubilee Events including the lunch, erection of a new flag pole and beacon were also highlighted. Finally thanks were given to the Councillors for their support during the year.
5. Finance report including the presentation of the accounts for 2022/23 and statement regarding the defibrillator account
a. For accounting purposes the Treasurer’s Account has been kept separate from
income and expenditure for special events.
Precept for 2022/2023 remained as the previous year at £1600
Other Income was received from SKDC to help maintain the environment of £462,
VAT refund of £378 and Christmas raffle profit of £92
Expenditure on Insurance, Lincolnshire Association of Local Councils (LALC) subscriptions was as last year, £352. Major expenditure was: Painting old telephone boxes at £522, Donation to Upkeep of the Churchyard £300, Contribution to Irnham Estate for the concrete work involved with the flag pole and the beacon £250, part payment for new village sign of £1800, Coronation mugs for children £295 and planning permission for village sign (Advertising Consent) £231.
All these projects were made possible by carrying forward a healthy balance from last year of £1833. The balance at the end of this year is £534.
b. Defibrillator Account has a balance remaining of £4445.16 after purchasing replacement Adult Defibrillator pads at £580.
c. The receipts for the Jubilee Event totaled £1927.71 and Expenditure totaled £1927.71 which included a donation of £243.12 to the air ambulance.
d. Donations for the Village Sign to date are £446.
e. The accounts have been prepared for internal audit.
6. Coronation weekend events
a. All residents have received a flyer advertising the events in full which include:
Friday 5th May – beacon lighting behind the Griffin Inn
Sunday 7th May – The Coronation Big Lunch
Monday 8th May – The Big help Out in Bulby
7. Public forum on matters of local interest and suggestions for
Future priorities for the parish council
a. Cllr Vanson advised residents that this was their opportunity to raise any issues whilst not being restricted to a few minutes at the beginning of the normal Parish Council meetings.
A summary of the issues raised:
i) Charlie thanked the PC for the work they do and the donation to the upkeep of the churchyard.
ii) Charlie also offered to plant up the trough near the flag pole and this was gratefully accepted.
iii) Judy raised the issue of planting willow trees along the East Glen river. A considerable discussion took place about the local environment which included issues arising from planting trees and maintaining them. It was also reported that the Bulby area has the highest concentration of deer in Europe at around 4000 at the last count. It was agreed to further research the planting of willow trees.
8. Date of next meeting:- The Annual Parish Council Meeting is Wednesday 10th May 2023, 7pm in the Church. The Annual Parish Meeting in 2024 will be on Wednesday17th April.
